Garoowe, 25th September 2024 — The Puntland Non-State Actors Association (PUNSAA) extends its enthusiastic support for the recent call by Puntland President, Mr. Said Abdullahi Deni, calling for dialogue and a political resolution to the ongoing conflict between the Federal Government of Somalia and the Puntland State.PUNSAA perceives this initiative as a pivotal moment to narrow the divide between these entities and transcend the current political impasse, which detrimentally affects Somalia’s state-building efforts and the well-being of the Somali populace. We firmlybelieve that constructive dialogue and mutual understanding are paramount to fostering national development and unity.In this light, PUNSAA calls upon both parties to prioritize approaches that facilitate meaningful negotiations and critical consultations aimed at achieving a harmonious consensus. These discussions must be anchored in principles of sincerity, patience,and goodwill to cultivate a durable and equitable agreement for the nation’s future.It is unequivocal that ongoing political conflicts undermine national unity, impede nation-building, and obstruct solutions to pressing issues confronting Somali society, such as poverty, insecurity, corruption, unemployment, and regional instability in the Horn of Africa. PUNSAA also endorses President Deni’s proposal for an inclusive forum for discussions and emphasizes the necessity of involving civil society in these crucial negotiations. Landmark Democratic Progress: PUNSAA’s Role in Ensuring Fair Elections in Puntland

The recent elections in three districts of Puntland marked a significant milestone in the region’s democratic processes. PUNSAA played a crucial role in ensuring the elections were free, fair, and transparent through comprehensive monitoring and observation. To prepare for this important task, PUNSAA conducted a thorough two-day training for 160 dedicated observers. These individuals were equipped with the necessary knowledge and skills to effectively monitor the elections, ensuring adherence to democratic principles. To streamline the observation and reporting process, we established an Elections Situation Room. This hub served as the central point for receiving real-time reports from various polling stations, allowing us to monitor the election closely and respond promptly to any irregularities. The chairman of PUNSAA, along with the director and key team members, visited several polling stations in Garowe. Their presence underscored our commitment to a transparent and credible election process, providing oversight and support where needed. The Elections Situation Room was honored to host several high-profile visitors, including the President of Puntland, the Vice-President, the Speaker of Parliament, and other government officials. Elections situation room staffed by the Elections Committee (PEC), personnel from the Ministry of Health, the Ministry of Interior, and the Ministry of Women, along with police officers, the Elections Situation Room operated efficiently. A dedicated team collected and analyzed data from the polling stations, ensuring transparency and accessibility. The presence of media and a call center enabled citizens to report complaints and provided a direct line of communication for addressing any issues that arose during the elections. This collaborative effort between PUNSAA and its various stakeholders ensured that the elections in the three districts of Puntland were conducted smoothly and transparently. the Puntland Non-State Actors Association (PUNSAA) and the Homeland Development Association (HOMDAS) formally signed a Memorandum of Understanding (MOU) to establish a partnership focused on strengthening capacity building for Civil Society Organizations (CSOs) in Puntland, Somalia. The formal signing took place at the PUNSAA headquarters in Garowe, Puntland. The MOU was signed by Abdirahman Abdirisak of PUNSAA and Abshir Jama of HOMDAS. This partnership aims to empower civil society in Puntland and received strong support from government officials, international donors, and CSOs. Puntland Non-State Actors Association (PUNSAA) held a large meeting in the city of Bosaso with the participation of various sections of the community, the local council of Bosaso and the leaders of the Bari region and discussed the role of women, IDPs and people with special needs. local council elections in Puntland. During this meeting, challenges, solutions and suggestions were discussed on how to further develop the multi-party system implemented in Puntland.
